The cigars were donated by cigar lovers, retailers and herfs. (Cigar makers could also give OP: CFW cigars until August 2016, when the U.S. Food and Drug Administration prohibited those companies from donating cigars to the troops.)

That 1 millionth OP: CFW cigar was a Drew Estate A, a limited-edition cigar that was never sold, only given to people attending exclusive events.
CIGARS ARE A TASTE OF HOME & MORALE BOOSTERS
Deployed service members, like these recipients of the 1 millionth cigar, request premium cigars via the OP: CFW website. After the non-profit group verifies that the APO address meets the criteria as a deployment or float, OP: CFW fulfills requests on a first-come, first-served basis.
Sometimes service members request specific brands or sizes of cigars. What’s shipped is what’s been donated by cigar smokers and retailers. So if a particular cigar isn’t available, CFW volunteers make substitutions. The swap-outs are usually spot on because the operations and fulfillment teams are cigar lovers themselves.
OP: CFW is entirely volunteer driven. While they were deployed, many of the veterans who volunteer received the group’s cigar care packages.
Depending on inventory and number of requests, cigars ship out a month after a service member requests the cigars. OP: CFW’s 1 millionth cigar shipped out from HQ in Florida and was on its way to Kuwait. The Middle Eastern country is one of the driest, least-hospitable places on Earth.
